The aged care sector in Australia is operating under a new legislative framework. The Aged Care Act 2024 and Aged Care Rules 2025 commenced on 1 November 2025, replacing the previous legislation and introducing a new registration system managed by the Aged Care Quality and Safety Commission.

If you want to deliver government-funded aged care services, you need to be registered by the Commission. The registration process assesses your suitability, capacity, and capability to deliver safe, quality aged care.

The six registration categories

Categories are based on service type, risk level and associated obligations.

Category 1

Home and community services such as domestic assistance, meals, transport and home maintenance. No audit is required for registration.

Assistive technology, equipment, aids and home modifications. No audit is required for registration.

Reform overview

The new aged care framework is now in effect.

Seven strengthened Quality Standards apply to Categories 4, 5 and 6. They cover the person, organisation, care and services, environment, clinical care, food and nutrition, and the residential community.

Support at Home commenced on 1 November 2025. The Commonwealth Home Support Program will transition no earlier than 1 July 2027.

Questions about aged care registration.

How long does aged care registration take?
The timeline depends on your registration categories, whether an audit is required, and the Commission’s processing times. Categories 1-3 (no audit required) can be quicker. Categories 4-6 require an audit, which adds time. We recommend allowing several months and starting preparation early.
No.Categories 1, 2, and 3 do not require a quality audit. Categories 4, 5, and 6 require an audit against the strengthened Quality Standards before registration.
Under the new Act, responsible persons are individuals in leadership positions within your organisation — board members, CEOs, and others in key governance roles. The Commission assesses whether each responsible person is suitable to be involved in delivering aged care.
Yes. Organisations can hold both NDIS and aged care registration. The two registration systems are separate, managed by different Commissions, and have different standards and requirements. We can support you through both processes.
